Now that eligible entities, including all 50 states, Washington D.C., and U.S. territories, have submitted their Initial Proposals to the National Telecommunications and Information Administration (NTIA) and are aware of their designated funds, the next phase is to select internet service providers (ISPs) to implement broadband infrastructure and deployment through a competitive bidding process.

There are many challenges to meet the diverse and complex requirements set by each state, and as a result, many ISPs have been seeking strategic support.

Why ISPs Need Support in Navigating BEAD Applications

For ISPs – especially those operating across multiple regions – participating in the BEAD Program is a significant undertaking due to each entity having their own application process, with varying requirements, deadlines, and priorities.

Understanding the scoring criteria and weighting for each location is essential for ISPs to successfully compete for funding, but it is no small feat. For example, while all entities will evaluate ISP proposals based on three primary criteria – Minimization of BEAD Outlay, Affordability, and Fair Labor Practices – each entity can choose additional “secondary criteria” that are weighted based on individual state priorities. These can range from speed of deployment and sustainability to community engagement and local government support.

These variations add more complexity to a process that can overwhelm even the most well-established providers. These challenges are even more pronounced for smaller or regional ISPs that must balance the demands of the BEAD application with ongoing business operations. The stakes are high, and the need for precise, strategic planning is crucial to secure funding.
