Kathi has been with Cartesian since February 2008 and handles Cartesian’s client and vendor contract management, governmental compliance filings, the company’s global insurance package, and various administrative tasks.
Prior to her work with Cartesian, Kathi served several years as a public servant with the City of Prairie Village, Kansas in the Administration department and with the City of Leawood, Kansas in the Parks and Recreation and Public Works departments. Her public administration career culminated after nearly 13 years as City Administrator/City Clerk for the City of Fairway, Kansas, where she served as a member of executive management and held several titles including Finance Officer, Human Resources Director, Administration Department Director, and Planning and Zoning and Floodplain Administrator.
Kathi holds a Bachelor of Science in Business with a double major in Business Administration and Management from Emporia State University.

Alistair has many years of experience in the media and video sectors in senior management positions, working with executive-level stakeholders to develop strategy, governance, and structure across operational and technical departments. Managing service and business operations for both suppliers and operators over the years has facilitated his ability to empathize with client challenges and define tailored solutions that solve their needs.

The delivery team is responsible for the full end-to-end project lifecycle from pre-sales through to in-life operations.
Roger has nearly 30 years experience of software delivery in the telecommunications industry, supplying and supporting successful installations that to provide long term customer value. Prior to Cartesian he worked for Logica on a number of telecoms billing delivery engagements, and at Three UK in a BSS delivery role.

Dale is responsible for the sales and management consulting services of Cartesian’s North American operations.
With over twenty one years of consulting experience supporting telecommunications, manufacturing, retail, financial, and insurance customers, Dale has developed expertise in corporate performance management, Sarbanes-Oxley, revenue assurance, financial management, systems integration, business process re-engineering, and project/program management.
Prior to joining Cartesian, Dale led projects at EDS where he focused on billing, sales, ordering, and financial functions. At EDS he worked with leading telecommunications and utility firms, including AT&T, Verizon Wireless, Philips Lighting, United Water and J. Crew, in engagements involving application development, SAP Basis Administration, application and web hosting, as well as the management of computing environments and LAN/WAN networks.
Since joining Cartesian, Dale has successfully implemented several multi-million dollar engagements and has engaged in the program management of diverse teams across multiple disciplines to ensure that projects are delivered on time and on budget.
Dale is a graduate of Slippery Rock University of Pennsylvania and holds a Bachelor of Science in Accounting and Computer Science.

Joanna leads Cartesian’s Human Resources and Recruiting teams.
With over 20 years of Human Resources experience, she is a member of the Executive Management Leadership Team responsible for corporate strategy initiatives. In addition, she manages all aspects of Human Resources in North America, including benefits, employee relations, compliance, payroll, project management, change initiatives, and recruiting and retention.
Work is such a significant part of our lives that Joanna tries to do what she can to continue to enhance the employee experience. As she moves through her workday, she always considers how she can best create a positive work environment for Cartesian’s employees.
Prior to joining Cartesian, she was a Human Resources Specialist for SYSCO where she oversaw sales and administration recruiting, commission payroll, and human resources-related project management. She also collaborated with the Employee Relations team at State Farm’s corporate headquarters in Bloomington, IL.
Joanna graduated with honors from Missouri State University with a Bachelor of Science degree in Psychology and Human Resources Management, including research focused on emotional intelligence in the workplace. Following that achievement, she earned a Master of Science degree in Industrial/Organizational Psychology from Illinois State University.
Jim Serafin

Jim is responsible for operational oversight across all divisions of Cartesian. He also directly leads all North American operations.
Jim’s information technology services career began in the 1980’s as a senior technology engineer at EDS, servicing large systems development efforts at large telecom clients. After spending 9 years progressing from senior technology leadership into account executive leadership at EDS, Jim founded the technology services firm Emerald Solutions in 1997 and grew it to over 100 employees in 3 years before selling the business (2001) to the private equity backed technology firm SBI Holdings, Inc. He integrated the firm into SBI Holdings and was CEO and President of the Corporate Performance Management and Integrated Marketing divisions of the company. While there, Jim led the acquisition and integration of over 20 public and private firms into the enterprise and built the eventual business into a $200M entity from 2001 to 2006. In 2007, Jim sold the Corporate Performance Management division to another services firm, Enterpulse, and was named President and Chief Operating Officer from 2006-2008. He was responsible for sales, marketing, and operations across the US. The firm concentrated on delivering large-scale CRM initiatives, large data stores programs, and ERP solutions across multiple industries, and was a key strategic partner for such firms as Oracle and Interwoven in these domain spaces. Growth was achieved across a diverse F1000 suite of businesses concentrated in the US. The firm was sold to an offshore technology firm looking to establish a US-based presence in 2008.
After leaving Enterpulse, Jim founded and operated multiple diverse enterprises, leveraging his technology background expertise and M&A experience. In 2008, Jim founded a fuels distribution business concentrated on the East Coast and focused on “wet” and “dry” delivery services. Simultaneously, he founded and operated a building maintenance and electrical services firm providing life cycle build, repair, and maintenance services for the imbedded infrastructure of large multi-state companies. The company services diverse clients such as Ahold USA (Giant Markets Division), Weiss Markets, Raymour&Flanigan (commercial real estate and retail divisions), and Sheetz MiniMarkets (over 500 gas stations located in 5 states). After exiting his partnership in these firms in 2016 to join Cartesian, the companies continue to operate and grow as independent private firms.

He has over 30 years of experience in the telecoms sector including 12 years in industry. Specific areas of expertise include fibre broadband, fixed-mobile convergence, enterprise services, network technology, and telecoms sector regulation. Michael has advised clients on opportunity sizing, entry option analysis, proposition development, and go-to-market planning.

Coming from a software engineering background, initially developing wholesale rating systems for the telecommunications market back in 1996, Craig brings to the team proven management expertise and industry knowledge with a strong customer centric focus in addition to his detailed technical knowledge of the software development process and extensive knowledge of UNIX platforms.
During his time at Cartesian, Craig has also spent many years designing and leading software and integration projects for our customers and taken on a number of additional roles, including OSS and BSS consulting, as well as technical product management of our software.
Craig holds a degree in Computer Science B.Sc. (Hons) from the University of Hertfordshire in England.
Stephanie Hansen is a Financial Analyst at Cartesian. She helps collect revenue, process month end, file property & state taxes, reconcile the financials, and assist with audits.

Vito leads product, technology and infrastructure strategy engagements for service providers and network operators. He has over 25 years of experience in the telecom sector, including 15 years in the industry.
Specific areas of Vito’s expertise include network and operational transformation, supplier selection and management, access and interconnect strategy, network optimisation, identification and delivery of cost reduction opportunities, mergers and acquisitions, and post-merger rationalisation.
Prior to Cartesian, Vito held executive positions in Network Strategy and Operations at Vodafone, Virgin Media, Cable and Wireless, and MCIWorldcom, and was a management consultant at DDV/Logica Consulting, CSMG, and BIS/Nynex.

David is Vice President, Telco Delivery within Management Consulting and leads Cartesian’s Enterprise practice. David helps service providers manage their large customers, driving efficiency, customer experience, and profitability.
He is a seasoned consulting professional with 18 years’ experience within the telecoms sector including 6 years working within industry. David’s focus is on successful enterprise delivery and helps service providers navigate the complexities that large customers present. Latterly, David works with operators in the creation and delivery of their Unified Communication strategy, bringing a wealth of experience in programme delivery across the customer lifecycle.
Prior to joining Cartesian, David worked as a Consultant for PwC Management Consultancy Services as well as managed the development of the billing platform used in the launch of Three. He received his BSc in Mathematics, Operational Research, Statistics and Economics from the University of Warwick.
Ron is an SVP of Network and Operations. He leads the Sales Support & Delivery team at Cartesian. In this capacity, he serves as General Manager of the Cartesian OSS/BSS practice and is Cartesian’s senior Operations Executive.
Ron has over 25 years of experience in the telecommunications industry and possesses hands-on operational and management experience in nearly every discipline within the industry including, strategy, marketing, network planning, product/service design and implementation, customer premises equipment servicing strategy, billing and customer care.
Prior to Cartesian, Ron held executive and director-level positions at Lucent, Bell Labs, AT&T and CSG Systems, and was managing director for several international operations in Europe. During Ron’s tenure at Bell Labs, he gained significant experience in the specification, design, development, and deployment of OSS/BSS platforms. He was also managing director for several international operations in Europe. At AT&T, Ron served as AT&T’s Chief Architect for the Long Distance and Special/Services networks.
These experiences have led Ron to success at Cartesian where he has managed the development of the Cartesian MVNE platform, including the OSS/BSS architecture, partner interfaces and the control framework and dashboards; led an OSS/BSS integration for two leading competitive local exchange carriers (CLECs); and managed multiple revenue assurance engagements.
Ron received his PhD in Engineering, as well as an MSEE, from Columbia University. He also holds a BSEE from Drexel University.

Don works closely with clients to provide insight into organizational improvement and optimization of existing IT and functional activities.
He regularly leads projects for Cartesian involving industry requirement compliance, IT infrastructure assessment, and operating environments. Don is an expert in applying Cartesian’s proprietary methodology, QSA®, which assesses and benchmarks information technology systems against Industry Best Practices. This objective, third party audit enables our clients to demonstrate that they are meeting SLAs, contractual, and legal/regulatory obligations. With over 25 years of senior management and leadership experience with several Tier One communications providers, Don is well versed in Best Practice standards and guidelines that include CobiT, PMI-PMBOK, SEI-CMMI for Software Development, ITIL, and TQM.
Before joining Cartesian, Don was the Director of Sprint’s Virginia Billing Services. In this capacity, he was responsible for the integrity of Sprint’s Data Services and Federal Government FTS billing, including customer service acceptance, transaction processing, invoice verification, user requirements definition and user acceptance testing. Prior to his 15 year career at Sprint, Don worked at MCI managing several key revenue activities including A/R operations and systems management, traffic processing, billing management, and merger and acquisition operations integration.
At Cartesian, Don has built upon his previous successes by leading several major contractual compliance performance and systems audits as well as numerous external benchmark assessments of clients’ Billing, Project Management, SDLC, and IT Refreshment processes.
Don’s efforts have garnered several high profile awards including MCI’s Excellence in Service, Sprint’s President’s Club Award, the Sprint Chairman’s Quality Award and the Missouri Quality Award for performance excellence. Don graduated from the University of Maryland, College Park, with a BS in Business Administration and is a member of the Virginia Chapter of ISACA for IT Governance.
Simon is a Principal in Cartesian’s London office and is responsible for leading strategy engagements. He has extensive experience working with service providers and network operators on a range of initiatives, from growth strategy to data governance.

I have worked with Cartesian over the past 14 years, firstly as a customer receiving excellent quality people to help deliver my projects and then as an associate myself and now most recently converting to an employee, as a Senior Consultant. The projects I have worked on have been large complex projects and all part of a larger programme of work. These have significant impact to the UK public and carry great importance with each deliverable. Most enjoyably, I get to work with an excellent team of professionals who get the job done.
The time I spend interacting with my colleagues to solve problems for our client, is my favourite part of the day.

Lionel is Cartesian’s Head of Content Security and Technology Consulting, and a Senior Executive with over 25 years of experience in research, development, system architecture, program management, system engineering, and integration, as well as in the management of complex projects, in the pay television and digital media industries. He is in charge of supervising our Technology Consulting Practice and manages the Paris Cartesian office.
Lionel has wide expertise in the fields of pay-TV, content security, broadcast, IPTV, OTT video services, software applications, and UI/UX. In particular, he has supervised projects for the specification, design, and integration of end-to-end broadcast, IPTV and OTT systems.
Relevant experiences include:
Project management for the design, build, and integration of an end-to-end hybrid IPTV/OTT platform offering STB and multi-screen services (meinfernsehen.tv).
Defining the system architecture, technical interfaces, end-to-end integration principles, and OSS/BSS interfaces for several TV platform deployments in Europe.
Drafting of RFPs, management of RFP processes, and vendor selection for OTT and hybrid TV platforms, including the service back-ends, the content preparation head-ends, the set-top boxes, the interactive applications, and the content security systems.
Monitoring and contributing to standardization bodies, in particular in HbbTV with active participation in the specification of Push VOD.
Conducting technical studies for various operators.
Conducting several security audits for operators or CAS/DRM suppliers.
Program management and system integration for the launch of a TV On Demand platform offering VOD and Catch-up TV services.
Participation in technical strategy projects for hybrid STB and Gateways.
Technical management for the development of the complete software stack of an IPTV STB for a major Telco.
Several due diligence on triple-play cable operators and on a leading middleware and conditional access provider.
Program management and technical leadership for the launch of a hybrid PVR STB, and the Digital Switch Over of a cable operator in Germany.
